River Ridge Board ratifies $150,786 change order for stormwater work amid process concerns

During discussion, Supervisor Terry Mountford criticized the district's approval process, saying the CDD was already “$300,000+ over budget for this type of project” and called approving another $150,786.09 without a special meeting “not being fiscally responsible.” District Engineer Charlie Krebs defended proceeding in the field, saying the inlet relocations responded to existing site conditions and produced a functional outcome: “the end result is a product that will function and meet the expectations for eliminating the standing water.”
Board members debated whether to require special meetings or set a contingency threshold for project managers; legal counsel Tony Pires was directed to draft ground rules for approvals above a specified amount. On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Keith Merrill, the change order was ratified with all supervisors voting in favor.
The Board recorded the ratification as a field-driven change to the stormwater contract and requested staff and counsel prepare a policy on contingencies and approval thresholds to avoid similar process concerns in the future.
