Planning commission debates open-space definitions, trails, e-bikes and wildlife corridors

At the April 14 work session the commission turned to Chapter 7 (Open Space). Ray (Ray and Associates) described two classes of open space in the draft: conservation lands (examples: Swaner Nature Preserve, 910 Cattle Ranch) and qualifying open space that may be required as part of development approvals. "Most of them are conservation with, you know, trails and stuff running through it," Ray said, and noted the county's history of voter-approved bonds for open-space purchases.
The commission discussed recreation classifications (passive, active, motorized and non-motorized) and flagged motorized uses — including electric bicycles and scooters — as likely contentious. Ray noted the practical problem: some trails are allowed for e-bikes and others are not, creating disjointed rules where a trail can legally allow an e-bike and the next stretch disallows it. Commissioners urged staff to align trail rules with neighboring jurisdictions and state guidance so the network is coherent for users.
Wildlife corridors and mitigation measures were a prominent topic. Commissioners asked whether the general plan should push for wildlife crossing infrastructure (bridges or tunnels) in points with heavy animal movement; Ray said the general plan can express policy direction and request coordination with UDOT and the Division of Wildlife, but large infrastructure options require interagency funding and technical study.
The discussion also covered practical stewardship questions: who maintains donated open lands and conservation parcels, and how to manage noxious weeds on large parcels. Ray said staff will invite the county's open-space manager to a future meeting to address maintenance and stewardship questions.
On process, commissioners asked staff to craft clearer definitions in the code for conservation vs recreation open space and to provide existing-condition trail maps to support five-year and longer-term trail and bike network planning. The commission generally supported preserving open space while seeking more clarity about what kinds of public recreation and event spaces the plan should enable.
