I requested the inspection multiple times," Hartwood said, recounting the timeline and saying the missed site visit, drawing-out of plan revisions, and delays cost his crew and materials roughly $4,900 per week for three weeks—"That's over $25,000 it cost me," he said. Hartwood asked the board to arrange a site visit and to resolve what he described as inconsistent enforcement and communication. Several commissioners acknowledged the complaint and urged follow-up with code-enforcement staff to find a resolution.
