During the FY2027 budget presentation, staff reviewed the capital projects operating fund history and projected balances. Julie said the fund carried a $2.6 million balance after FY25 spending and that staff expect to transfer $375,000 in the current cycle so the fund would carry forward about $2.35 million and land near $2.4 million by the end of FY27.
She told the council those balances support ongoing and planned capital projects and that staff are comfortable proceeding with the recommended transfers to maintain the capital reserve. "We will use an additional $257 ... so the fund balance at the end of the year will be $2,350,000," Julie said. The council indicated comfort with the proposed transfers and reserve levels.
The presentation tied the capital fund numbers to the pavement-assessment plan and other operating needs; staff said larger capital projects would be budgeted from this fund, while routine maintenance remains a separate consideration.
