When asked whether the $100,000 minimum investment included land costs, staff replied, "It's the improvement" — meaning the threshold covers construction or other on-site improvements, not land acquisition. The board then sought detail about which impact fees the policy would mitigate; the presenter listed water, wastewater and roadway impact fees and explained those fees typically apply when new services are established or existing taps are upsized.
