City staff backs Whitestone plat, cites Benbrook code on drainage deferrals

City planning staff presented the staff report recommending approval of the Whitestone Commercial preliminary plat (P-26-02) while supporting a conditional deferral of final drainage engineering and permanent easement dedication until the building permit application stage.
Planner Mr. Howard told the Commission that, under Benbrook Municipal Code section 16.04.015(d), drainage improvements are generally required at the time of platting but staff found it reasonable to defer those requirements when the applicant is seeking only to create the legal lot. He emphasized that the deferral “does not waive the requirement” and that required improvements must be in place prior to issuance of any building permit.
