City management said the initiative responds to numerous resident inquiries about why certain long-standing issues are now being enforced. The manager said the goal is voluntary compliance and fair enforcement citywide: staff will provide guidance and reasonable timelines for correction rather than pursuing punishment as a first step.
The city manager acknowledged enforcement may cause concern among residents but said sustained and consistent action is needed to maintain public health and safety and to ensure fairness across neighborhoods. Council gave staff support to continue the effort and to work with residents and businesses to resolve violations.
