Probation Director Jim Schneider presented an updated Cass County Probation Comprehensive Plan reflecting a planned transition to a Community Corrections Act (CCA) delivery model. The Corrections Advisory Board recommended the plan on Jan. 14, 2026; Schneider told the Board the projected transition date was moved up from May to March 2026.
Commissioner Rick Haaland moved to approve the plan; Commissioner Rusty Lilyquist seconded. The record shows the motion passed with an abstention from Commissioner Scott Bruns. Following Board approval, the county will submit the plan to the Minnesota Department of Corrections for final review.
