Developer’s Planned Unit Development raises wetland and access concerns; Board asks for further review

A developer-proposed PUD would affect wetlands and requires a Wetland Replacement Plan and Technical Evaluation Plan; the Board declined to waive its rights and asked the developer to return after the EAW, TEP review, and Planning Commission input. Randy Jenniges, a civil engineer with Short Elliot Hendrickson Inc., presented a Letter of Understanding for a proposed Planned Unit Development on property subdivided in 2022. The proposal would impact a portion of a Wetland Conservation Easement and requires a wetland crossing to access the western portion of the property; the landowner requested conditional consent to initiate a Wetland Replacement Plan via the Technical Evaluation Plan (TEP) coordinated by the Cass County SWCD.
