At the Feb. 24 work session County Manager Thomas Weaver updated commissioners on several operational matters. He said an inspection of the county's stray‑animal facility raised concerns and that the county has 30 days to address the report. On the roundabout project he said, "the contract said 60 days, but he believes a year is more realistic," and warned residents to avoid the intersection while construction is underway.
The session turned to zoning procedure. Chairman Charles Coffey and County Attorney Bin Minter reviewed how the county's conditional‑use permit (CUP) language intersects state zoning rules. Planning & Zoning Chair Brent Ingersoll and member Willie Brown said the current CUP language has unintentionally required CUPs for a broad set of housing replacements, including manufactured homes, and urged the Commission to clarify the ordinance. Commissioners discussed holding a called meeting to decide pending CUPs; a motion to amend the agenda to approve three CUPs immediately failed on a tie, as some commissioners expressed concern about the perception of fairness and potential legal exposure.
Commissioners directed staff and the attorney to reexamine CUP language and timing for public notice and appeals so that future permit reviews are clearer and consistent with state law. The board scheduled further work‑session consideration and said conditional‑use decisions presented in the Feb. 24 public hearings would be returned to the board for formal action.
