County project staff and consultants briefed the board on progress for the Bertie Beach/Tall Glass Water phase‑2 project on Nov. 3. Presenters described an upcoming community 'Explore the Outdoors' event and reviewed a grant that provides roughly $80,000 for a combination of a 440‑foot paved path and shoreline stabilization (no local match required). Project consultants said the State Historic Preservation Office (SHPO) had raised concerns about potential artifacts near a highlighted site but that recent shovel testing cleared the pink site and a final letter from SHPO was expected in about 30 days.
Staff said Jolie Frazier PLLC was selected from four responses to an RFQ to serve as architect/engineer for phase 2; the selection favored familiarity with the project and original design team members. Additional planning items included pavilion/stage siting, campsite parking loops, and a timber‑frame stage concept. Consultants noted additional geotechnical work (not currently fundable through HMPG because of a dam) and ongoing planning to move the access road alignment to address drainage and mud pockets.
Commissioners asked whether the access road was state‑maintained (it is not) and discussed next steps; staff said most grant funding was in place from 2023 and that planning funds were already in hand.
What’s next: staff expect a final SHPO clearance letter in about 30 days, will move forward on architect contract execution, and continue geotechnical funding research for dam‑adjacent work.
