Ball told commissioners the county lacks zoning categories that work for small city or village neighborhoods — for example, downtown commercial or smaller-lot districts — and that the code update will add those classifications so municipalities that opt in can be served by the county code.
"We don't have any version of downtown commercial today ... our lot sizes are way too big," Ball said, describing the practical changes the code will need to accommodate denser, sewered places. He said the zoning update will also examine opportunities across the county to increase housing options, such as allowing two-family houses by right in certain districts.
Staff (S6) noted the commission was concurrently hearing an amendment to the zoning ordinance to allow duplexes to be used by right that evening. Ball acknowledged the timing and said the zoning-code work will include district types and regulatory adjustments to make such housing types administrable by the county.
