First reading moves animal control under sheriff's oversight; fee and enforcement changes proposed

County administrator Julie Wagner presented the first reading of a revised animal-control ordinance on July 28 that transfers management oversight to the Boyle County Sheriff's Department while maintaining fiscal-court funding for the program. The draft adds definitions (for example, tying a dog "bite" to puncture wounds), clarifies impound procedures and fees (a $50 impound fee payable to fiscal court that may be waived once for extenuating circumstances), and adjusts wording around "vicious" animals to reflect that only a judge can formally declare a dog vicious.

Wagner said animal-control officers will have powers similar to peace officers except arrest authority, consistent with CARES 61.300 language cited in the meeting. Magistrates stressed operational safety and backup for lone officers in the field; the sheriff's department involvement was described as providing additional support. "This provides some more structure to that department," one magistrate said. The court approved the first reading and will proceed with the ordinance process.
