A commissioner who attended a recent ethics and open-meeting-law workshop recommended the Elko County Planning Commission move away from verbatim minutes and toward concise, summarized minutes to reduce staff workload and make motions clearer.
"Peggy spends a lot of time doing verbatim on the minutes, which is definitely not required ... she spent 40 hours working on those minutes," the commissioner said, adding that minutes should capture the speaker's name, whether they were in favor or opposed, and their general concerns rather than a page-by-page verbatim transcript. The commissioner said summary minutes would place a slightly greater obligation on board members to review and confirm that summaries accurately reflect what was said.
The speaker urged commissioners to make motions clear and concise so staff can accurately reflect decisions in the minutes. No formal change to the commission's minutes policy was recorded during the meeting; the comment was presented as a recommendation based on workshop material.
