Commissioners approve small ARPA amendments for three county projects

The Potter County Commissioners Court voted unanimously July 14 to accept recommended amendments to three projects funded through the federal SLFRF (ARPA) program.
John Kiel, speaking for the Potter County ARPA Committee, told the court the changes were minor and within allowed scope, noting contingency funds covered most costs: "The Potter County ARPA Committee recommends that the commissioner's court approve the 3 SLFR project changes described above, items 1, 2, and 3, and those are the ones that I briefly ran through, at the front of my presentation." Kiel said the projects remain largely on budget and that Treasury guidance permits certain post-obligation amendments.
Kiel described the three adjustments as: plumbing protection hardware added to the courthouse holding cell area, final adjustments to the booking-room project and additions to the Santa Fe Building chiller pumps intended to extend equipment life. The changes were described as small in relationship to overall project costs — for example, the booking-room project is a roughly $1.9 million job and the additional work was characterized as contingency-level expenditures.
Commissioners asked procedural questions about returning unused "bucket" funds and whether any dollars would revert to the federal government; Kiel said about $151,000 in one bucket could revert but the committee is exploring ways to retain eligible dollars locally. After discussion, a motion to approve the committee recommendation passed on a 5–0 vote.
The court recorded no amendments to the approved recommendation during debate. The ARPA committee and county staff said they will follow up in committee meetings to finalize where any residual funds should be allocated.
