The slides projected "more than $500 million" in investment and asked the City to designate two additional "prominent places" on Site 15 to allow the proposed massing and limited height increases under Ruston code (cited on slides as RMC 25.06.045).
The presentation included view studies, site-section diagrams and an outline of conditions tied to the Purchase and Sales Agreement and a Receiver filing dated Dec. 6, 2025. TerraCotta's slides said the developer would deed two properties to the city for potential police or fire station use as part of the transaction. Councilmembers acknowledged the presentation and the mayor reiterated that no building permit has been submitted and that no plans are approved at this time.
Neighbors and multiple written correspondences objected to any deviation from the Point Ruston Master Plan, citing potential view obstruction, light pollution and infrastructure strain. The minutes note that TerraCotta answered questions during a public Q&A (the meeting livestream archives the session), but the minutes do not record detailed exchanges. The council did not take any formal action on the development proposal during this meeting.
