Halff outlines 24-month plan to update Bossier Parish Unified Development Code

Ms. Carlotta Askew-Brown, executive director of the Bossier City–Parish MPC, introduced Halff Associates representatives who described a two-phase, 24-month process to update the parish comprehensive plan and rewrite the Unified Development Code.
Mr. Mark Priestner of Halff said the process pairs a comprehensive-plan review with subsequent code updates and relies on stakeholder engagement including focus groups, surveys and open houses. "The entire process lasts 24 months with one-half of the time focused on the comprehensive plan and the remaining one-half involves moving forward with Code updates and UDC changes," he said. Priestner recommended each participating entity nominate a steering-committee member and suggested a 10–15-member committee to represent the community.
Parish Attorney Patrick Jackson suggested reviewing prior plans (roughly 25 years old) to identify what worked and where changes are needed; jurors discussed streamlining regulation across the parish’s three metropolitan planning commissions. Dr. Ken Ward noted the item remains Old Business on the Regular Meeting agenda and that it will be tabled to the May 20 Regular Meeting for further consideration.
What happens next: participating entities will nominate steering-committee members and staff will bring the item back to the Regular Meeting on May 20 for scheduling and next steps.
