Commissioners question All World selection and ask county attorneys to reconcile procurement rules
Task force members raised concerns that Regional One selected All World as program manager without an RFQ/RFP and asked county attorneys to clarify whether Shelby County procurement policies apply when county funds are used for Regional One work.

Commissioner Janice Banks and others questioned why All World was chosen as the program manager without a formal RFQ/RFP. Banks said the lack of an RFP has been “a source of concern” for the task force, and Towns responded that Regional One’s procurement policy did not require an RFP and that All World was a local firm the hospital “knew and trusted.”
