The commission recommended approval of a master-plan amendment (MP-25-1) and a planned unit development for a proposed mixed-use community on a 139-acre parcel at 700 West Wilson Road (the former Binion site). Staff described the project as a mixed-use plan with about 830 residences (single-family and multifamily) and 25,000–150,000 square feet of commercial space; the development agreement, tentative map and final map stages will address exact densities and site standards.
Applicant Mark Mulhall (on behalf of Mac LLC) told the commission the property is undergoing annexation into Great Basin Water Company service and that the project team is also pursuing a new well to bolster service. "We've started the process with Great Basin Water Co. of getting annexed in for water and for sewer," Mulhall said. Agency comments from the school district, fire and sheriff noted potential impacts: the school district requested a school-impact analysis and coordination on pedestrian/bus infrastructure; fire and law-enforcement staff flagged staffing, station capacity and road improvements. Commissioners debated density and public-safety implications and asked the applicant and staff to ensure impact fees, open space and development agreements address those agency concerns. The commission recommended approval subject to staff conditions and noted BOCC has final action authority on Oct. 21.
