Presenter frames budget workshop as strategic plan road map

The presenter (Presenter, S2) opened the June 30 workshop by saying, "We're gonna talk about strategic planning and how that relates to the budget," and asked council to complete a budget-priority checklist staff will tally and post.
The presenter described the strategic plan as a community road map that prioritizes initiatives, resources and department operations and said staff surveys were used to surface what is working and what challenges departments face. The presenter told members they would review staff responses about underground infrastructure needs (gas, water, sewer), staffing shortages and the need for clearer financial information.
Council followed the exercise instructions and the presenter said only items marked by at least three council members would be tallied as priorities for staff to pursue. The workshop was framed as an advisory exercise to guide staff as they prepare line-item budgets, CIP updates and recommendations for the 2027 fiscal year.
