Meade asked for flexibility and staff acknowledged that the NDEP and utility approval process could extend the timeline, indicating they would not oppose extending the required site‑development completion to two years. The commission approved CU2436 on the findings in the staff report and altered the special condition so the applicant must complete the category‑1 site‑development plan by Sept. 10, 2026 (two‑year deadline).
