Springfield utility cites multi‑hundred‑million program, asks regional help for CSO abatement
Springfield Water and Sewer staff described a multi‑year capital program supported by a $250 million WIFIA loan and state matching funds, said earlier projects have reduced CSOs by about half, and urged regional collaboration for funding.

Utility staff told councilors that CSO abatement is expensive and that Springfield has already invested heavily. "The commission has already spent 350,000,000 or $300,000,000 of your money, to clean these up," Josh Schimmel said, and he detailed a recent $140,000,000 project that the utility reported reduced CSOs by roughly 52%.
