The Fairhaven Select Board's review of the draft 3% budget on Nov. 9 sparked sharp discussion about lines cut to zero, volunteer capacity, and whether the town should restore small discretionary allocations for economic development.
At a public presentation, a CEDAR representative (S8) described the Real Rutland program's work to attract new residents and help with relocation and retention. The presenter said the nine-year program has received state funding and provides a concierge service for newcomers. "We are working hard on retention efforts," the presenter said, summarizing the program's outreach and volunteer-concierge model. Several board members and attendees urged keeping a modest promotional allotment to maintain the town's relationship with the regional marketing initiative. After discussion the board signalled support to restore $500 to the promotion line.
Residents and volunteer leaders pushed back on unexpectedly zeroed-out program lines, arguing the cuts undervalue volunteer labor and risk losing community partners. One resident argued that zeroing out previously budgeted volunteer support "is a bad look for the town" and harms relations with community organizations. Board members said the presented budget is a starting point and that individual lines will be re-opened for consideration in subsequent passes. The process will continue at future meetings as staff and board members reconcile department needs with the 3% target.
