The Maui County Commission on Persons with Disabilities voted to back a Scan Sign pilot presented by GreenVAS Communications during its March 12, 2026 meeting.
GreenVAS presenters (Kat Taylor, Gisella Tomita and Geo) described Scan Sign as a tool that explains documents in sign language rather than operating as an interactive AI. Program Specialist Malaya Van Kleek told the Commission eight forms have been identified so far for initial work, including the County of Maui application, Kupuna Care Agreements, and an emergency preparedness form.
Public testimony and commissioners emphasized community involvement in selecting which forms to prioritize. Vice Chair Lehua Chang and Commissioners praised the potential for the pilot to improve access for deaf and low-vision residents and to support nonprofits and veterans with hearing loss. Frank Barbosa said the technology could serve as a statewide accessibility standard, calling it a "second language."
The Commission discussed next steps including collaborating with state agencies and gathering input from deaf, hard-of-hearing and deaf-blind community members; Commissioner Jacqueline Keefe recommended contacting FEMA’s disability integration specialist. The Commission did not take a formal funding vote at the meeting; staff and presenters were directed to continue planning and community outreach ahead of a future update.
