Council denies proposed general-plan amendment after split debate

The South Weber City Council voted 4–1 on Jan. 14 to deny Ordinance 25-02, a proposed amendment to the city’s general-plan land-use map tied to an upcoming rezoning application. The motion to deny was made and carried following a lengthy discussion about whether the general plan should be changed before considering a rezoning.
Council members and staff framed the general plan as a guiding policy. A city staff member told the council it was “a guiding document” and that amending the plan was not required to approve a rezoning, calling any change a “little fine tuning.” Several council members argued that routinely changing the plan would undermine its purpose. One council member said, “I would not recommend changing the general plan” and urged adherence to the guiding document. Another council member countered that amendments are appropriate when the plan no longer reflects the community’s present needs and that the council has authority under state code to amend the plan as necessary.
After debate about procedure and policy, a motion to deny the general-plan amendment passed by roll call vote, 4–1. The denial leaves the rezoning question to be considered without the proposed change to the land-use map; council discussion indicated the rezoning itself could be decided separately.
