Council approves interlocal water agreement and authorizes TWDB grant application

Staff presented two water-related items: (1) an interlocal cooperation agreement formalizing the long-standing raw-water purchase arrangement with the Wise County Water Supply District and (2) authorization to file a Texas Water Development Board (TWDB) application for a water supply and infrastructure grant.

On the interlocal agreement, staff said the city has purchased raw water from the water board for decades but had not located a written agreement; the proposed interlocal would memorialize current practices, allow a three-year review window, and include language for surge or cost collaboration. Staff stated the agreement fixes the current purchase price at $60,000 per month, which is what the city is currently paying. Council voted to approve the interlocal agreement by voice vote.

On the TWDB item, staff said this vote authorizes the city to begin the grant filing process, designates the city's representative and grants signature authority (packet lists staff and the professional firm), and ties to an effort to double treatment capacity at the water treatment facility if funding is secured. Council approved the resolution (R-2026-06-16) to begin filing and to designate authority for signatures.
