Resident asks county to start surplus process for small parcel; staff outlines options

A resident raised a request for the county to initiate surplus/disposal procedures on a small county‑owned strip of land (parcel 03‑1056‑0026) that he says blocks his property egress. The resident described a decades‑long access dispute and asked the county assessor to place a value and run the parcel through the surplus disposal process.

Scott Lyons (S2) told the commission the parcel likely came into county ownership from a tax sale in the late 1990s and is approximately 0.05–0.06 acres ("something like 23 or 2,400 square feet"). Lyons reviewed the county's surplus/disposal policy options—sealed competitive bid, public auction, appraisal by a qualified disinterested appraiser, county assessor valuation or other professional valuation services—and said staff would coordinate with Perry City and the property owners (the Carters) before returning with a recommended process.

Commissioners asked staff to work with the Carters and Perry City to confirm that a purchase would meet municipal egress and development requirements before starting the surplus process. No sale was approved at the meeting; staff will do follow‑up and report back to the commission.
