CJCC hears updates: ORAS risk tool, new random drug-testing protocol and staffing focus shift

Program staff told the council the ORAS risk-assessment tool is yielding clearer information on client needs and helping identify opportunities to stabilize clients even if they screen as lower risk. "ORAS tool has been providing a much better picture of risk and finding more opportunities to provide stabilization in their needs even if they are lower risk," the report said.
Staff also described updates to drug-testing protocols, including implementation of a random testing process for clients who had been doing less frequent testing; the minutes state those clients "have done well with not using substances." The report notes the program is operating on a static budget because of a noncompetitive funding cycle and that staff time will shift toward client support and case planning rather than expanding program activities.
