County approves five-year Qualifacts contract for human services electronic health record

Peter Clegg, director of human services, asked the council to approve a five-year contract with Qualifacts for an electronic health record (EHR) system that would allow local providers to keep their existing EHRs while sharing data through an API. Clegg said the contract would consolidate encounter data and help the county meet state reporting requirements; he described the first-year cost as $59,850 and said years 2–5 would average about $38,000 per year.
