Pratt County approves special-use permit for 20-acre battery storage project

The Pratt County Board of Commissioners voted May 4 to approve a special-use permit and Resolution 05-04-2026 for a proposed 20-acre battery storage facility tied to solar operations.
BJ Hayes, Pratt County Zoning Director, presented the application from Ninnescah Flats Energy Storage LLC for Case SU-2026-02 and reviewed the Planning Board’s recommendation and conditions. Hayes noted required coordination "with the Pratt County Road Supervisor regarding entrances, exits, and screening requirements," and recommended updated decommissioning plans every five years to account for inflation adjustments. No public comments had been filed on the case prior to the hearing.
Commissioner Rick Shriver moved to "Adopt the findings and recommendations of the Planning Board for Case SU-2026-02 and approve Resolution 05-04-2026," and Commissioner Thomas W Jones III seconded. The motion passed 3-0. The board and the applicant were advised that drafts of the Decommissioning Agreement, Road Use Agreement and Contribution Agreement remain pending, and that final decommissioning documentation, financial sureties and certificates of insurance must be in place before construction may begin.
The approval is limited to the special-use permit and the conditions identified by the Planning Board; the record shows additional contractual documents must be finalized before on-site work begins.
