The Planning Board reviewed a draft bylaw on battery energy storage systems (BESS) and discussed how recent regional developments could affect Chester's utility capacity. Member Chris Martenson noted that CMELD's alignment with the Municipal Electric Energy Cooperative (MMWEC) could change the utility's capacity and therefore influence local decisions about BESS upgrades and expansion.
