Sheriff’s office urges pay-scale changes to retain deputies and dispatchers; commissioners request a long-range framework

Chief Arnett (speaker 7) presented the sheriff's office rationale for revising pay structures for sworn law enforcement and dispatch staff. He said regional comparisons show Parker County’s prevailing pay lags some DFW-area agencies and that the sheriff’s office has proposed compressing the law-enforcement top-out from 12 years to 10 to bring mid- and later-career steps more in line with peers.

On dispatch, Chief Arnett explained that dispatchers face high emotional stress and that turnover is a retention problem: "We've lost 6 or 7 dispatchers this fiscal year," he said, describing the job’s demands and the difficulty of training replacements. He requested a dispatch pay-scale revision that would provide step increases more frequently (annual steps up to the top-out) and a higher starting salary to attract experienced telecommunicators.

Commissioners expressed sympathy for public-safety pay needs but asked for a long-term framework rather than annual, large-scale adjustments. "I'd like a frank and blunt conversation... here's where we're at right now, here's where I feel like we need to be in 5 years," one commissioner said, urging a master-plan approach. Commissioners requested further cost modeling and said county staff would explore options including engaging outside expertise (Texas Association of Counties) to advise on salary studies and phased implementation. No final pay-scale adoption occurred at the session; Chief said he would return with more detail.
