Residents press council on code enforcement, consolidation experience

Multiple residents addressed the council during the public-comment period. Philip Hoot spoke at length about perceived inconsistencies in the city’s code and code enforcement, arguing that conflicting definitions in separate code sections lead to arbitrary outcomes and urging clearer written expectations and staff training rather than a broader code rewrite: "When government's own rules contradict each other, the tie goes to more oppression, never to your freedom," he said, and urged council to define expectations for the planning department.

Randall Hayes thanked the city for improvements at Seabreeze Park and requested a kayak launch at the north end; he also described permit frustrations at the permit counter and asked for better written records of verbal agreements. Barry Plant, who said he had recently become a La Porte resident after consolidation, thanked council for placing consolidation on the ballot and said he is optimistic about the transition and city services.

Council members and staff responded to thank speakers and, where applicable, noted follow-ups. Staff later reported consolidation operational details in administrative reports (meter replacements and customer-account setup) that relate to topics raised by residents.
