The Cayuga County Legislature’s adopted Rules of Order enumerate five standing committees — Ways and Means; Planning and Public Works; Health and Human Services; Government Operations; and Judicial and Public Safety — and list the departmental responsibilities assigned to each committee (for example, Ways and Means oversees budgets, auditor, and real property; Planning and Public Works oversees highway, parks & trails, planning, and tourism).
Rule No. 2 of the Committees section states that standing committees shall consist of five members appointed by the Chair; the Chair of the Legislature will appoint each committee chair as soon as practical after the Organizational Meeting. Committee minutes, a quorum definition (majority of members present), and the Chair’s ex-officio attendance privileges are also codified in the Rules document.
