Ruston council adopts periodic Comprehensive Plan update required by state Growth Management Act

The Ruston City Council unanimously adopted Ordinance No. 1598 on March 3, 2026, completing the City's periodic Comprehensive Plan update required by the Washington State Growth Management Act (RCW 36.70A). Kirsten Peterson, planning consultant with SCJ Alliance, summarized the two-year review process that included Planning Commission review, a public hearing, SEPA environmental review, and external review by the Washington State Department of Commerce and the Puget Sound Regional Council. Peterson told the Council the draft meets GMA requirements and staff recommended approval.
Councilmember Hedrick moved to adopt the ordinance and Councilmember Jensen seconded; the motion passed 4-0. Councilmember Wilson thanked the consultant and said she would like the next update to expand Ruston's climate resilience strategy. Council discussion clarified that the periodic update does not itself modify building heights; any zoning changes would require separate rezoning applications to make the code consistent with the Comprehensive Plan.
