Ruston hears first reading of ORD 1597 to update critical areas code under state Growth Management Act

Melissa Burgess of SCJ Alliance presented Ordinance 1597, explaining the update is required under the Washington State Growth Management Act and is intended to align Ruston’s Title 30 critical areas regulations with current law and best available science. Key revisions described included updated definitions, stronger buffer standards (noting buffers for fish and wildlife habitat areas would be based on either 100 feet or mature height of native vegetation in some cases), expanded critical-area designations, and enhanced performance and reporting requirements.
During discussion, Councilmember Jensen asked whether the update relied on new field surveys or updated mapping; City Planner Rob White said the ordinance relied on improved GIS data including LIDAR and aerial imagery rather than new on-the-ground surveys, and clarified that only areas meeting specific technical criteria qualify as regulated wetlands. The ordinance was presented for first reading and will return for second reading and possible adoption on April 21, 2026.
