Board accepts prior NP study but requires new traffic study for Red Fox subdivision

County planning staff and the developer discussed the older Red Fox plat; commissioners agreed the previous nutrient-pathogen (NP2) study could stand but required a new traffic study and that the development meet any road improvements the traffic analysis prescribes.
The board considered requests tied to an older platted development known as Red Fox. Planning staff said the property was platted in 2011 and that an earlier NP2 nutrient-pathogen study (which recommended enhanced septic systems) had been reviewed and accepted by DEQ; staff recommended that the older NP study be accepted so the developer would not need to repeat an expensive test that would likely produce similar results.
On traffic, staff and Road & Bridge said changed conditions on 400 North meant a new traffic study was necessary. The developer, Brad Foster, said timing and cost were concerns and offered turnout lanes in lieu of a full traffic study; the board rejected the waiver and voted to accept the prior NP2 study while requiring a traffic study that would dictate required turn lanes, widening or other off-site improvements. Commissioners recorded a motion that required the developer to work with Road & Bridge, county engineering and planning staff on detailed road designs and to meet standards indicated by the traffic analysis.
