A $2,700 change order for AV Construction to add flooring at a sand-storage building was approved by the board after staff explained the request arrived via email rather than on letterhead. "If it were a larger amount, I would wait for a letter on letterhead, but I would do approve as it is for the change order of $2,700," staff said.
