The board adopted a revised set of purchasing policies and procedures on Feb. 5 after staff and outside counsel reviewed state code and peer localities.
County attorney Perkins summarized highlights: designation of the deputy county administrator of operations and infrastructure as purchasing agent (or designee), increased flexibility for small purchases up to $10,000, posting/solicitation rules aligned with state law, and authorization to use the state EVA platform to expand vendor recruitment. "Some of the highlights that you'll find in this policy are the designation of a purchasing agent...we have modified our small purchase policy to provide greater flexibility for purchases of 10,000 and under," Perkins said. The resolution approving the procurement regulations was moved by Doctor Elliott and seconded; it passed by voice vote.
Staff will follow the adoption with training, quick-reference guides, website updates and, as needed, subsequent ordinance amendments to remove redundant ordinance language and keep procurement guidance as a living policy.
