Surry County board adopts bylaws after brief amendment debate

The Surry County Board of Supervisors voted to adopt its bylaws as presented at the Jan. 15 meeting after a brief exchange over a proposed change to Section 8 (elections). Supervisor William T. Calhoun proposed language to rotate leadership so the vice chair would move to chair in the following year to ensure each district has leadership representation; county legal counsel advised specific draft language was required and recommended tabling until the next meeting to give counsel time to prepare text.
When a motion to table the bylaws for Perkins to draft language received no second, the board proceeded to a motion to approve the bylaws as written. The chair called for a voice vote and the board approved the bylaws. "There has to be a vote under Robert's rules and under our current bylaws," the county attorney said when explaining why automatic rotation cannot be implemented without explicit language. The board approved the bylaws and moved on to the rest of the agenda.
