Commissioners press developer on floodplain mitigation and drainage at Maxwell Creek

Commissioners pressed the applicant and staff for specifics about floodplain impacts and stormwater controls for the Enclave at Maxwell Creek Phase 2 during the Planning and Zoning Commission meeting. A nearby-resident commissioner emphasized local flooding history: "I live in that area. I have seen the water get that high when we get rain, and it's not hundred year rains," the commissioner said, urging careful mitigation.

Britney Crenshaw, an engineer with JBI Partners representing the project, told commissioners the apparent rip-rap marking on the plans was an interim condition from Phase 1: "That rip rap square, it was just, interim conditions for phase 1 drainage. It'll be removed and we'll connect to it with phase 2," Britney said, and added that detention ponds will be clearly shown on final civil plans and plats. Britney and staff confirmed storm sewer lines will run through streets to common-area outfalls and then into detention ponds.

Staff and the applicant said portions of several lots are currently within the 100-year floodplain and that the project will fill and provide detention storage to move the floodplain boundary off lots; geotechnical analysis, compaction testing and slope armoring or retaining walls may be required to maintain slope stability during flash-flood events. Commissioners asked staff to ensure the red-line review comments (including detention facilities, sanitary sewer showings and hydrant spacing) are incorporated in the approval record.
