Commissioners approve revised MOU to engage RTC on southern outer loop, 4–1

After extended debate over local control, engineering judgment and commitments for State Highway 205, the Rockwall County Commissioners Court approved a revised memorandum of understanding with the Regional Transportation Council covering the proposed southern outer loop, adding recitals and directing preferential consideration for a locally proposed route.
