Resident warns county about privacy risks from bundled 'flock' cameras in school-zone contract

Lucas Point, a District 4 resident, described the school-zone speed-camera contract and a contract rider that bundles a 'flock' camera with each camera the county installs. He said the vendor’s system can extract vehicle make, model, color and license-plate information and warned that the addition of plate-reading capabilities could create privacy vulnerabilities.

Point cited United States v. Carpenter (2018) and United States v. Jones (2012) to argue that some forms of location or tracking data remain protected under the Fourth Amendment and said he had filed a public-records request to the sheriff’s office for its license-plate-reader policy. He urged the county to confirm safeguards, who would have access to the data and whether audit logs would be public.
