Plainview approves new budgeting software contract to replace Excel spreadsheets

Interim Finance Director Vanessa Rincon told the council the city currently prepares its budget with multiple Microsoft Excel worksheets and recommended purchasing Unibudgeting software from Unisolutions to streamline personnel, operating and capital budgeting. "We currently do our budget on Microsoft Excel spreadsheets, and we're just trying to find a way to be more efficient," Rincon said.
Rincon described the cost as "near a $125,000 for the 3 years" and noted an initial implementation fee of "$49,950," saying, "We will pay for that from savings that we have in our budget for personnel and some of our software stuff in IT." Councilmembers asked about the number of spreadsheets (Rincon described taking one master spreadsheet and breaking it into about 40 worksheets), vendor references (the City of Amarillo), and technical compatibility with the existing financial system. Councilmember House moved to approve the three‑year agreement with Unisolutions; Councilmember Martinez seconded the motion, and the council voted unanimously to approve the purchase and implementation of the software.
