Consortium: Outer Loop MOU returns with edits; county to revise and re-submit

County staff reported the memorandum of understanding (MOU) on the southern segment of the Kaufman County Outer Loop was returned with edits staff found problematic; staff plan to re-edit the MOU, circulate it to consultants and legal counsel, and anticipate presenting it at the next commissioners court meeting.
Commissioner Lauren Lichty updated the consortium on the Kaufman County Outer Loop memorandum of understanding. She said the MOU that was circulated deals with the southern portion of the loop, has returned to county staff with edits, and that staff will re-edit and return it to partners for review. “They made some edits that, I was uncomfortable with. So we're going to re edit their edits and then send it back to them,” Lichty said.
Staff described regular coordination meetings with TxDOT and the regional Council of Governments (COG). Brieferings with COG and the Regional Transportation Committee were used to present the draft MOU and explain the county’s aims before partners conducted formal reviews. Lichty said she expects the revised MOU to return to commissioners court for consideration and tentatively identified the next court meeting (April 28) as a likely placement once legal review and edits are complete.
The discussion clarified that the current MOU focuses on the southern portion of the outer loop; staff emphasized edits are procedural and that the county will continue to refine language to reduce impacts on the county’s southern residents.
