Commission approves Mission 159 plats and final development plan including building‑separation deviation

The Overland Park Planning Commission approved the Mission 159 final development plan and related plats on Jan. 12, allowing a site-driven deviation from the RP3 district building separation requirement. Staff said the project proposes 33 units with Alhambra Street as a new public right‑of‑way and includes sidewalk and fire-turnaround design modifications tied to a variance granted by Public Works.

Planner Mr. Nelson said the project had been granted a variance from 60‑foot right‑of‑way to 50 feet in exchange for sidewalks on both sides and a minimum 18‑foot driveway depth in front of garages to reduce on‑street parking. He also said planned grading for a future above‑grade railroad crossing on Mission Road constrained developable area and informed the commission’s supportive stance on a 10‑foot building separation deviation (versus the RP3 requirement of 15 feet). "Staff is supportive of the deviation," Nelson said, noting code fire-rating compliance would still be met.

Applicant Brian Ham (Arise Homes) said the design made efficient use of constrained site area and agreed to stipulations A–U. Commissioners asked questions about the public‑right‑of‑way change, culverts and site grading; staff and the applicant provided clarifications. The commission approved DEV‑2025‑73 and related plats (PLT‑2025‑63 and PLT‑2025‑64) by recorded votes of 9–0.
