Staff presented Ordinance No. 4‑26 to amend the Planning and Zoning Code to require a Special Use Permit for commercial dog kennels and animal boarding in certain districts. Council Member Mary Berges cautioned that some dog daycare businesses do not offer overnight boarding and asked that the ordinance explicitly permit daycares with appropriate permitting.
