Council warned that delayed street projects could put bond funds at risk

Council discussed delays in the city’s multi‑year street repair program and heard that several asphalt projects identified in 2024 remain incomplete.

A council member warned that $500,000 allocated for asphalt work may be insufficient or at risk: "This $500,000 is actually more. It's roughly about $700,000 that can be clawed back by the state," the council member said, noting bond windows and project timelines. Staff said drainage studies and a county interlocal agreement are factors delaying some work but reported the county is expected to schedule construction soon.

Public works staff described ongoing drainage work intended to support the street program, including upcoming pipe deliveries and a berm removal project that will increase detention capacity by roughly 16–18 acre‑feet (38,000 cubic yards). Staff also said striping and signal coordination with TxDOT are in progress and that some projects may require combined bids to achieve price benefits.

Council asked staff to accelerate coordination with the county and to return with a schedule and a reconciliation of bond accounting to reduce the risk of state clawbacks.
