Council backs WPCLF loan applications and bid steps for multiple sewer projects

Service Director Matt Hiscock briefed Council on a suite of wastewater projects and associated financing options. For the 2025 Sanitary Sewer Overflow (SSO) Reduction Project, Hiscock said the City intends to apply for the Water Pollution Control Loan Fund (WPCLF), noting the cited example interest rate of 3.14% for a 20-year loan; the application could be for up to about $2 million. Council assigned Ordinance 26-013 to authorize applying for WPCLF assistance and moved the linked bid and design ordinances forward so the projects can proceed to procurement.
Hiscock also presented Ordinance 26-015 for engineering design services for the 2026 SSO project (design budget about $184,000), and Ordinances 26-016 and 26-017 to advertise the digester cover replacement (approx. $2.5 million) and to apply for WPCLF funding linked to that work. For Durling Park culvert replacement, Hiscock said the project is nearing completion of design and estimated construction at $750,000; Council authorized both the loan-application ordinance (26-018) and the bid-advertising ordinance (26-019) to keep the schedule on track. Council’s approvals were procedural authorizations to proceed with loan applications and competitive bidding.
