Marvin Gibbs (speaker 14) read and presented a proclamation declaring September 2025 as Library Card Sign‑Up Month in Rowlett, noting the American Library Association's campaign and local programs that support early literacy and lifelong learning. "Library Card Sign up Month is celebrated each September ... a great time to remind parents to make sure that their youngsters are equipped with the most important school supply of all, a library card," Gibbs said.
